most likely cable routing. even a bend that is slightly too tight will make the throttle not snap back. disconnect both ends of the cables, and push/pull them by hand. adjust routing, then repeat until both are smooth.

The routing has not changed.....I checked the cable while the gas tank was off turning the handle bars from side to side, all seemed fine. Did this with the bike running and it was also fine. I just don't have the spring back I did before.

I played with the cable adjustment until I got it almost as good as new, not the same but close. Just took it for a spin.....ran really good but it stalled a few times when I came to a stop, turned the idle up a little bit, think it is ok. Rode about 25 miles, most of it at 65mph, felt good!
